General Accountability

Develop and implement corporate and group/department level safety programs and initiatives, in support of TTC’s Safety, Health & Environment (SH&E) Management System, including communication and development of resource materials. Responsible for corporate program implementation across the organization.

Key Job Functions

  • Develop, implement and continuously improve corporate and group/department level safety programs which meet TTC needs and are consistent with legal requirements, applicable industry standards and best practices.
  • Provide subject matter expertise in safety programs (e.g. hazardous energy control/lockout tag out, personal protective equipment, working at heights, etc).
  • Establish and lead working groups to assist the TTC and departments in addressing Safety, Healthy & Environment issues.
  • Consult with internal and external stakeholders to build support for corporate level SH&E policies, programs and initiatives (e.g. all levels of management, union representatives, ACAT, etc.).
  • Provide expertise and guidance to TTC management in hazard identification and risk assessment activities and on current or emerging legislation and best practices.
  • Support corporate and group/department level safety initiatives including the annual group/department level management reviews of the SH&E Management System.
  • Develop communications, job aids, self-audit tools, and guidance material as required.
  • Contribute to safety reviews of designs, procedures, and standards.

Education and Experience

  • Completion of a University degree in Occupational Health & Safety, Science, Engineering, and/or education/training in a relevant discipline, combined with progressive related work experience in the occupational health & safety and/or transit safety fields.
  • A thorough knowledge of industry best practices in environment health and safety as well as a history of successful experience in safety operations in a large public or private sector organization is essential.
  • Must have or be able to obtain accreditation by the Board of Canadian Registered Safety Professionals (CRSP), Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH) within 3 years of employment in this position. Must continually maintain all accreditation and update skills by attending regular professional development seminars and courses in order to remain current and proficient with safety related best practices.

Additional Requirements

  • Must have or rapidly acquire strong knowledge of the TTC’s SH&E Management System, SH&E policies, standards and programs; and comprehensive knowledge of subway/surface operations related to safety and the TTC’s organizational structure, policies and practices applicable to the work performed.
  • Required to obtain Subway/SRT Rule Book, Streetcar Rule Book, WHMIS certification and attend OH&SA training.
  • Demonstrated specialized expertise and knowledge of SH&E management systems such as ISO 14001, OHSAS 18001, and CSA Z1000, including demonstrated ability to develop and implement related policies and programs.
  • Comprehensive knowledge of Ontario’s legal framework for SH&E including the Occupational Health & Safety Act & Regulations, Environmental Protection Act, Regulations for Construction Projects, the Canadian Criminal Code provisions for safety, Technical Standards and Safety Act, Workplace Safety & Insurance Act, First-Aid Regulations, etc.
  • Experience in safety operations of a large public/private sector organization, preferably with a transportation focus.
  • Strong written communications skills involving proven abilities to write technical and nontechnical content clearly and accurately for various audiences.
  • Proven capability to lead and carry out safety initiatives and projects.
  • Strong planning, organizational skills and attention to detail and accuracy, with ability to multi-task, adhere to strict deadlines, and work under pressure.
  • Demonstrated ability to team build, mentor, coach and advise line management regarding behaviours, skills and improvements in SH&E management systems and procedures.
  • Highly developed interpersonal skills in order to establish and maintain effective working relationships and promote a harmonious safety environment.
  • Sound judgement, highly developed problem solving, analytical, verbal and written communication and presentation skills.
  • Computer proficiency with a strong knowledge of PCs and software applications related to the work, such as MS Office, Word, Excel, Access, SharePoint, etc.
