Topic: Managing Worker Fatigue: Science Supporting Regulatory Requirements

Workplace fatigue is a potential risk that needs to be managed, especially in 24/7 operations that require work schedules that interfere with sleep. Fatigue is widely recognized to affect fitness for duty because of its potential to degrade several aspects of human performance.

Fatigue can be defined as a state of reduced mental or physical performance capability resulting from sleep loss, extended wakefulness, phase of the circadian rhythm or workload.

Recovery from fatigue, particularly recovery of cognitive function, requires sufficient sleep. Work schedules are an important factor when managing fatigue since they set the boundaries for the timing and duration of sleep.

This presentation will provide an overview of fatigue-related science and international best practices considered during the development of the Canadian Nuclear Safety Commission’s Regulatory Document (REGDOC) entitled Fitness for Duty: Managing Worker Fatigue (REGDOC-2.2.4, 2017).

Regulatory expectations are aimed at managing the level of fatigue that workers experience at work and reducing the likelihood and consequences of fatigue-related errors. Conceptual frameworks supporting the REGDOC’s fatigue management provisions and prescriptive hours of work limits will be discussed.

In addition, the risk-informed, graded approach will be discussed in terms of the requirements that apply to safety-sensitive positions versus other work groups.

The presentation will focus on practical advice applicable to any workplaces with work schedules that interfere with sleep.
