Job Summary

Reporting to the Director of Human Resources with responsibility for Workplace Health, Safety, EFAP, Recruitment and Classification this position is accountable for strategic and technical planning, organizing, directing, administering and evaluating Eastern Health's Workplace Safety Management System. Workplace Safety is approached from an organizational integrated safety model working collaboratively as partners in Quality and Safety.

The Manager is responsible for leading a team of OH&S professionals involved in the development, delivery and review of the many facets of Eastern Health's OH&S Management System. This requires knowledge and understanding in the areas of injury prevention methods and programs, ergonomics, industrial hygiene, psychological health and safety, investigative practices, educational principles as well as writing prescriptive guidance documents. The position provides day-to-day supervision and direction to staff and managers on a variety of health and safety matters, OHS/injury prevention, investigation of critical incidents and compliance with Government Directives.

The position provides direction to OH&S Coordinators, Ergonomics Coordinator, Kinesiologist, Infrastructure OH&S team, and Radiation Safety officer which in turn ensures compliance with and oversees the implementation of the OH&S act and regulations. The Manager functions in an internal consulting capacity with respect to all OH&S matters and assigns responsibilities and directs (in consultation with the Director) the work of managers and staff of Eastern Health in relation to OH&S and ensures adherence to Eastern Health's OH&S Management System. This leadership position plays a significant role in providing organizational strategic and operational direction on important safety-related initiatives such as safe patient/resident handling, manual material handling, violence prevention, respiratory protection, Workplace Hazardous Materials Information System, safety-related communications, exposure to Hazardous Medication as well as many other important safety issues.

This position services a regional program; travel throughout the region is required.

Job Qualifications

Education

  • Baccalaureate Degree in a relevant discipline with additional post-secondary education in Occupational Health and Safety is required.
  • Canadian Registered Safety Professional (CRSP) designation is considered a strong asset.
  • Master's degree would be considered an asset.

Experience

  • Five (5) years' related experience within the last seven (7) in the development and implementation of an Occupational Health and Safety Program.
  • Experience working in a healthcare environment.

  • Considerable knowledge of relevant legislation, e.g. Human Rights Code, Occupational Health & Safety and applicable Disability and Workplace NL Health legislation, policies/procedures, attendance management programming, and the duty to accommodate in a unionized environment.
  • Well-developed organizational, analytical and problem-solving abilities.
  • Strong interpersonal, leadership, and communication skills with a demonstrated ability to foster a collaborative/proactive labor management relationship with all levels of staff, union, and other internal and external partners and customers.
  • Ability to work independently, using initiative and to multi-task in order to manage deadlines.
  • Proficient in Microsoft applications and other statistical applications.
  • High-level oral, written and presentation skills for the purpose of facilitating decision making through clear and well-structured reports, presentations, briefs, submissions and strategic documents.
  • Ability to resolve conflicts and facilitate solutions in a multidisciplinary team environment.
  • Excellent time management, organizational, and prioritization skills are required to cope with the demands of the position.
  • Ability to manage budgets and utilize funds allocated in accordance with prescribed policies and guidelines. Ability to work under budget constraints.
  • Ability to align resources to achieve departmental and organizational results via proactive planning as well as identifying resource alternatives.
  • Ability to use standard Project Management and Change Management methodologies.
  • Contributory accountability for the integrity and security of corporation data.

Other

  • Licensing with Professional Association as applicable.
  • A satisfactory record of work performance and attendance is required.
